Our fourth General Assembly took place in Delft!

Earlier this month, our partners gathered in the beautiful city of Delft (The Netherlands) for the 4th Plenary Meeting of the EU project Minority Report. A special thank you to our hosts, DEMO Consultants (André van Delft and team), for organizing such a seamless event.

During the plenary meeting, we reviewed the progress across all relevant Work Packages. As we move closer to consolidating our technical solutions, particular attention was given to the community engagement round and the demonstration of the digital solutions aimed at improving urban resilience.
--
Our project's digital innovations focus both on nature-based solutions and renovation strategies aimed at increasing the ability of the urban environment, from the single building or infrastructure node to the community, district and ultimately city scale, to respond to catastrophic events, whether resulting from extreme weather and natural disasters or from the long-term changes in climate and the associated pressures placed on the built environment. Based on a people-centric framework, the community engagement rounds and workshops have been guiding the development of our Resilience Toolkit.

Minority Report New European Bauhaus Satellite Event

​Two weeks ago, and Part of the New European Bauhaus Festival, our satellite event took place at The Green Village, in Delft (The Netherlands). The event brought together a diverse audience to exchange knowledge on climate resilience and inclusive urban transformation. Throughout the day, three sessions were organized and are summarized below.

Opening session - The event was opened by Eleni Goni (Minority Report), who introduced the Resilience of the Built Environment Cluster and highlighted the increasing complexity of climate-related hazards affecting urban environments. In sequence, Eva McAlister López, Policy Officer at the New European Bauhaus Unit, presented the New European Bauhaus (NEB) as a practical policy and implementation framework supporting the European Green Deal.
 
Session 1 – People | Co-creation for Inclusive and Climate-Ready Neighbourhoods
The first session, moderated by Katharina Faradasch (Minority Report), focused on the social dimension of resilience and the role of co-creation in climate adaptation. Across the presentations from Gabrielle Froes (Minority Report), Eylul Aksekili (RETIME Project), and Max Beihofer (CARMINE), a common message emerged: resilience depends not only on technical innovation, but on meaningful participation, inclusive governance and context-sensitive decision-making.
 
Session 2 – Places | A Place-Based Approach for Holistic Resilience & Nature-Based Strategies
Moderated by Dimitra Xidous (Minority Report), Session 2 focused on how physical environments, local ecologies and building systems shape resilience. A recurring message presented by Thomas Grey (Minority Report), Fiona Demeur (GreenInCities Project), and Simona Bianchi (MULTICARE Project) was that instead of being simply designed, resilient places are co-created, adapted and negotiated over time.
 
Session 3 – Tools | Tools, Technologies & Frameworks for Future-Proof Urban Transformation
The final session focused on the tools and technologies enabling resilience implementation. Moderated by Niall Buckley (Minority Report), the presenters highlighted that resilience depends not only on innovative solutions, but also on the tools, monitoring systems and market pathways that enable implementation and replication. The interventions were provided by Niall Buckley (Minority Report), Juan Pablo Aguilar-López (MULTICLIMACT Project), Moatasim Mahmoud (CLIMRES Project), and Andrea Geyer-Scholz (MAIA Project).
 
Site Visit and Demonstration
The formal conference programme concluded with a guided visit to The Green Village at TU Delft, led by Alessandra Luna Navarro, which offered participants a practical demonstration of experimental innovation in the built environment.
 
We would like to thank organizers, speakers, and attendees who contributed to our first international event. ​This EU-level opportunity successfully positioned the project within both the New European Bauhaus and the wider European resilience ecosystem, creating new opportunities for clustering, dissemination and future collaboration.​​

Over the past months, the project has advanced significantly across its technical and engagement activities. Partners continued developing and validating the Minority Report digital toolkit, while progressing on climate resilience modelling, behavioural prediction, renovation roadmapping, and decision-support solutions. At the same time, the consortium strengthened its engagement with communities, end-users, and stakeholders across the pilot sites through workshops, interviews, and co-design activities.

Opening the Resilience Toolbox at EURESFO 2026

At EURESFO 2026 in Guimarães, the session Opening the Resilience Toolbox: Solutions for Safer Urban Spaces" will bring together experiences from European cities and organisations working on climate resilience and urban risk management. The discussion will focus on how local administrations are testing and applying approaches to better understand vulnerabilities, support decision-making and strengthen preparedness for extreme events affecting urban communities.

The session will feature contributions of the Horizon Europe projects MULTICLIMACT, MULTICARE, MINORITY REPORT and RETIME, alongside perspectives from the European Environment Agency. Through practical examples from real urban contexts, speakers will reflect on challenges, lessons learned and opportunities for replication across different cities and regions.

Topics discussed during the session will include risk assessment and decision-support approaches, community engagement in resilience planning, preparedness strategies for vulnerable urban areas, and the use of data and digital resources to support local resilience action.

Participants attending EURESFO are warmly invited to join the session on 17 June 2026 from 11:15 to 12:30. Registration for EURESFO 2026 is open until 5 June.

Resilience of the Built Environment Cluster: Joint Manifesto

2026 has just begun, but before looking ahead to the opportunities that lie before us, we would like to take a moment to reflect on an important milestone of our project: the Joint Manifesto released last year in cooperation with the projects CARMINE, CLIMRES, MAIA, MULTICARE, MULTICLIMACT, MINORITY REPORT, and RETIME. Through this manifesto, the projects committed to joining forces to build a climate-resilient, inclusive, and sustainable Europe. As a result, the Resilience of the Built Environment Cluster was established, with the aim of maximising the impact of our individual innovations and delivering collective value to society.

This milestone marks the beginning of a deeper collaboration. By aligning expertise, innovation, and action, the Resilience of the Built Environment Cluster will continue working towards resilient, inclusive, and sustainable built environments across Europe and beyond. The event touched upon many hot topics in the field of resilience and hosted city representatives, experts, and stakeholders from local and regional institutions to discuss strategies, initiatives, and actions related to climate change adaptation, disaster management, and the cultivation of urban resilience.

​On November 5th and 6th, partners of the EU-funded project Minority Report gathered in Dublin for a two-day meeting, marking the first in-person gathering since the project’s launch six months ago. The meeting provided an invaluable opportunity to review the progress of the ongoing work and ensure alignment on the project’s objectives. A key highlight of the event was a site visit to one of the project’s demonstration cases, offering participants a tangible perspective on the work being implemented on the ground. 

Bringing together the consortium partners for face-to-face discussions fostered stronger collaboration and team cohesion. After months of virtual interactions, meeting in person significantly enhanced the exchange of ideas and reinforced the shared commitment to the project’s success.

Welcome to the Minority Report website!

Minority Report is an EU-funded project which kicked off in June 2024 and will last for 42 months. The consortium consists of 16 partners located across Europe and New Zealand.

Minority Report will develop and implement a co-creation framework, which will support the design and development of an integrated, people-centric technology platform, integrating:

  • Rigorous scientific baselines and models for risk (including vulnerability and uncertainty) assessment and categorization,
  • Advanced weather forecasting and early warning for climate events,
  • Building information modelling, digital twins, monitoring systems, and decision support tools,
  • Energy simulations and behavioral models based on artificial intelligence, and
  • Newly developed approaches from social sciences and humanities.
